The results of a large survey on DevOps in Russia came out a few days ago. Over the weekend, I finished reading them and decided to write up the main points. If you find this useful, compare it with the global 2025 DORA report I covered earlier. Back to this survey:

  • Team performance has improved. The combined share of high-performing teams, in the Elite and High profiles, increased by 6% from last year. Key indicators—release frequency, delivery speed, recovery time and failed-change rate—also improved. The standard approach groups companies into 4 clusters, Low, Medium, High and Elite, using the 4 DORA metrics: deployment frequency, lead time for changes, change failure rate and mean time to restore.
  • DevEx makes a difference. High-performing teams have fast, effective feedback loops, lower cognitive load and greater engineering autonomy. I have written about the DevEx model in more detail.
  • Hybrid infrastructure use. Only around 15% of respondents do not use workload orchestrators. Kubernetes leads by a wide margin among the rest: about 51% deploy it on-premises, 25% in a hybrid setup and another 25% in one or more clouds. Data storage is split roughly into thirds: on-premises, hybrid and cloud.
  • More IDP adoption. Internal developer platforms are becoming standard in large companies with active software development. More than 45% of respondents already use them to manage access and find information. The main platform-development goal for 2025 is to automate as much routine work as possible. Large businesses see IDPs as a way to standardize development processes and strengthen security controls.
  • Information security is a priority. Most teams now integrate it into development; 77% use security tools.
  • AI tools are widespread. Around 71% use AI or ML at work, most often for code generation, and more than half already report productivity gains from AI.
  • Import substitution continues. Russian operating systems and Kubernetes distributions are increasingly replacing foreign alternatives.
  • The DevOps job market has changed. The hh competition index, the ratio of résumés to vacancies, rose from 7.7 to 14.9 over a year. More engineers are competing for each position.

State of DevOps Russia 2025 was conducted by Express 42, Flant’s consulting division, and is the fifth annual report on DevOps in Russia. More than 3300 specialists from Russia and CIS countries took part. Respondents covered many industries and IT roles: engineers, DevOps specialists and managers at different levels in large, midsize and small companies. I think the results can be treated with reasonable confidence as representative of the current state of DevOps practices.
