Delegation alone is insufficient. People need manageable ownership, competence, and a clear objective. The model connects three dimensions: control moves downward, knowledge grows deliberately, and intent and context are repeated until the crew can act without constant orders.

Control is organized around processes and outcomes, not reports about each person. Metrics reveal system health, but become a trap when a team optimizes the traffic light instead of reality. Audits become feedback, while a leader asks questions and resists supplying every answer.

Competence grows through a task, a check of understanding, and peer learning rather than a briefing. Documentation and tests written by sailors supported that approach. Change works through small steps, demonstrated results, and support above. A local experiment can then become a durable leadership system.
