Core 4 supports data-informed improvement across organizational levels. It combines tool metrics, surveys, and benchmarks and establishes a baseline. One number must never be optimized alone: if a team games speed, balancing measures should expose damage to quality or sustainability.
The four dimensions are speed, effectiveness, quality, and impact. Speed includes changes per engineer and lead time; the work environment includes friction and regrettable attrition; quality includes change failure rate and user-visible defects. Impact shows how time is split among new capabilities, migrations, maintenance, and other investments, connecting engineering work to business value.
Experience sampling captures feedback after review or delivery while context is fresh. The Developer Experience Index adds market comparison, but every metric needs tests for actionability, timeliness, goal alignment, and resistance to gaming. An engineering manager becomes a micro-CTO who understands both work flow and economics.
